Poland moves up to 32nd in global rule-of-law index

Poland moved up one spot to rank 32nd in the 2025 Rule of Law Index compiled by the Washington-based World Justice Project (WJP).

The annual index, which measures the strength of the rule of law in 143 countries, found that Poland’s score rose to 0.66 on a scale from 0 to 1, placing it alongside Italy, Barbados and Chile.

Poland was among a minority of countries that improved this year, while 68 percent saw declines, according to the WJP.

Denmark, Finland, Norway and Sweden remain the top-ranked nations, followed by New Zealand, the only non-European country in the top 10.

At the bottom of the list were Venezuela (0.26), Afghanistan (0.31) and Cambodia (0.31).

Russia recorded the sharpest decline from last year.

The WJP index is based on surveys of legal experts and practitioners in each country.

It evaluates eight key factors, including constraints on government power, absence of corruption, open government, fundamental rights, order and security, regulatory enforcement, and the performance of the civil and criminal justice systems.

The World Justice Project, founded in 2006 by former American Bar Association head William Neukom, aims to promote the rule of law worldwide through research and advocacy.
